California instituted Early and Periodic Screening, Diagnosis and Treatment (EPSDT) by providing increased state matching funds to counties in order to comply with the T.L. v Belshe decision requiring that all federally mandated Medi-Cal programs be funded.
Medi-Cal Mental Health Managed Care implemented. As part of the delivery system, inpatient and various specialty psychiatric services became the responsibility of a single entity, the Mental Health Plan (MHP) in each county. All Medi-Cal recipients required to obtain these services through the MHP.
LACDMH began inpatient consolidation phase of Medi-Cal Mental Health Managed Care.
